Veteran’s Trust Fund


The Delaware Veterans Trust Fund provides critical financial assistance to Delaware veterans and their families who are experiencing a verified emergency financial hardship. Managed by the Delaware Office of Veterans Services and the Delaware Commission of Veterans Affairs, this fund is supported entirely by generous donations and is available based on fund availability.

Who Is Eligible?

To qualify, applicants must:

  • Be a Delaware resident
  • Be a veteran with an Honorable Discharge or General Discharge under Honorable Conditions
  • Have a documented emergency financial need
  • Show that funding will help overcome the emergency and support self-sufficiency moving forward

Please note: Approval is not guaranteed, and funds are limited to the availability of donations at the time of your request.

Required Documents

A complete application must include:

  1. DD-214 (discharge form)
  2. Valid Delaware Driver’s License or State ID
  3. Copies of bills/invoices related to the financial need (e.g., rent, utilities, medical)
  4. Two recent pay stubs or proof of income (VA benefits, unemployment, Social Security, etc.)
  5. Two recent bank statements (savings and/or checking)

Incomplete applications will not be processed.

What Can Be Funded?

Assistance may be requested for essential needs such as:

  • Rent or mortgage
  • Utilities (electric, gas, water, sewer/trash)
  • Childcare
  • Medical bills
  • Car payments or insurance
  • Other emergency-related costs

All funds are paid directly to the vendor or service provider, not the applicant.

How to Apply

The application is available as a fillable PDF, which can be completed electronically or printed and filled out by hand.

Tip: If you are unfamiliar with fillable PDF’s you can:

  • Open the file using Adobe Acrobat Reader (a free program)
  • Click into each field to type your responses
  • Save the completed file before emailing or printing it
  • If needed, print a blank copy and fill it out by hand, then scan or deliver it

Be sure to:

  • Clearly describe your financial situation
  • Detail what the requested funds will be used for
  • Outline your plan for stability once assistance is provided

What Happens Next?

All information is kept confidential and only shared with OVS/DCVA staff for review.

The Executive Committee will review your request.

You’ll receive a response in approximately 10–14 business days, depending on volume.
