Meet the First State’s First Secretary of Veterans Affairs
The creation of the Delaware Department of Veterans Affairs marks a historic milestone for the First State and its veteran community. The hard work and dedication of Delaware legislators and Veterans’ organizations were instrumental in establishing this cabinet-level leadership position.
On August 13, 2025, Governor Matt Meyer signed House Bill 1 into law, formally establishing the Delaware Department of Veterans Affairs as a cabinet-level agency. This landmark legislation reflects Delaware’s strong and enduring commitment to serving those who have served our nation.
Following the bill’s passage, Governor Meyer nominated Brigadier General (Ret.) Karen Berry to serve as Delaware’s first Secretary of Veterans Affairs. The Delaware Senate confirmed her nomination on September 22, 2025, and she was officially sworn in as the state’s first Secretary of Veterans Affairs shortly thereafter.

Secretary Berry’s goals are centered on assessing and addressing the needs of Delaware’s veteran community. She is committed to working collaboratively with veterans and partner organizations to ensure that services are accessible, coordinated, and responsive.

Through the combined efforts of the Commission, the Office of Veterans Services, and statewide partners, Delaware Joining Forces helps ensure that critical resources, benefits, and information reach veterans and their families efficiently and effectively.
